INTRODUCTION
.
The purpose of this White Paper is to set out the legal precedents and practical implementation of voluntary self-shielding and self-quarantine. At the end of this article are quotations from various legal sources that tend to support the conclusion that voluntary, at-home self-shielding and (if necessary) self-quarantine are viable, practical and easily available alternatives to mandated vaccination, isolation or incarceration in relocation centers during a declared “pandemic emergency.” Since the process is entirely voluntary, it preserves the rights and freedoms of the people and families choosing to self-shield.

DEFINITIONS OF QUARANTINE / SELF-SHIELDING
.
The Centers for Disease Control (CDC) states that Quarantine is usually defined as “to separate and restrict the movement of well persons who may have been exposed to a communicable disease to see if they become ill.” (the proper term regarding persons who have already become ill is “Isolation.”)2
.
The Red Cross tells us, “…both quarantine and isolation may be compelled on a mandatory basis through legal authority as well as conducted on a voluntary basis.”
.
Self-shielding is taking voluntary steps to shield oneself and family from exposure to potential pathogens (or toxins or untested and uninsurable vaccines) while self-quarantine is when someone who has been exposed takes voluntary steps to separate from others (such people who exhibit symptoms are said to be in “isolation’).
.
The Universal Declaration of Human Rights asserts, “No one shall be subjected to arbitrary interference with his privacy, family, home … Everyone has the right to the protection of the law against such interference…”
.
The National Strategy for Pandemic Influenza concludes “limitations on gatherings, or quarantine authority may be an appropriate public health intervention.”4
.
And the Red Cross also states, “Modern quarantine includes a range of disease control strategies that may be used individually or in combination, including: Short-term, voluntary home curfew…”6
.
And finally, the Department of Defense, in its planning, states, “Quarantine… applies to the separation and restriction of movement of well persons presumed to have been exposed to a contagion. Quarantine may be enacted at a home or other residential facility. It may also be voluntary or mandatory.”5

Quarantine therefore has a significant legal foundation, and the law recognizes the existence of voluntary self-quarantine or self-shielding at home. The primary issue then is, “How does one prepare for at home self-shielding?”

RECENT INCIDENTS OF POTENTIAL “PANDEMICS”
.
Over the past several years, we have identified several incidents when a pandemic was certainly possible. The April, 2009 “Swine Flu” incident, which followed closely on the January, 2009 “accidental’ near release of live Avian Flu virus-contaminated season flu vaccine, raised our concern. The potential for a weaponized vaccine to be the vector for a weaponized flu cannot be discounted.

The next “window of opportunity” for what World Health Organization (WHO) officials are saying will be an “inevitable” pandemic will come with the availability, soon (Summer/Autumn 2009) of the alleged “Swine Flu” vaccine.

As is nearly always the case, the vaccine itself will “choose” the strain of flu that will become epidemic, or in the case of a successful weaponized virus, pandemic. Annually, the CDC claims to be almost always “right” in choosing the flu strains for the annual flu vaccine, many months in advance. This is simply because some percentage of those vaccinated will shed live viruses, thereby creating the very epidemic the vaccine is supposed to prevent. In our opinion, vaccination does not work; what historically reduced the incidence of infectious disease was improvements in public awareness, hygiene and nutrition.

This right is rooted in specific language of the Universal Declaration of Human Rights, the Nuremberg Convention and the Geneva Convention, as well as the Declaration of Helsinki of the World Medical Association, to say nothing of constitutional principles such as the Right to Privacy.

What is the purpose of the proposed Act? To forbid the use of Federal funds to prevent or interfere with self-shielding. No Federal funding means no State will have the ability to force dangerous, weaponized vaccines or dangerous incarceration on the People.

Every family, every individual, has a right to refuse medical treatments that violate conscience. Self-shielding in one’s home, a location recognized in common law as inviolate except with proper judicial authority, is a right that should be respected by governments as they deal with the results of their ill-conceived public health policies. Self-shielding can be as simple as taking steps to reduce your exposure to pathogens, supporting your immune system through good nutrition and using supplementation such as nano-silver, avoiding public places, especially crowded locations, and similar common sense steps. My Research on the (lack of) Right to Refuse Vaccinations

I got very ill when I received a tetanus shot following a needle stick at work. I have never been the same and I have made this my life project, to find out what happened. They deny it exists or label it fibromyalgia. It is horrible to try to live a normal life. I am in pain and I am exhausted all the time, and my brain always feels swollen and I can’t always find my thoughts when I need them.

I have also done extensive research on the right to consent and the right to refuse vaccinations. I have provided all the case law, and US Code concerning this.
.
In Jacobson v. Mass., 197 U.S. 11 (1905) The Supreme Court HELD that Jacobson had NO right to refuse vaccinations despite previous adverse reactions. In Jacobson v. Mass., 197 U.S. 11 (1905), when Henning Jacobson refused to pay a fine of $5 for refusing a repeat vaccination* based on his liberty rights in the Preamble of the Constitution, the U.S. Supreme Court held that the Preamble was not an independent source of rights. (*Jacobson challenged the safety of the vaccine.)
.
The U.S. Supreme Court stated the alleged power of the state to invade Jacobson’s person by forcing him to submit to the Smallpox vaccination. He also stated it was unconstitutional, citing the Preamble, and the Supreme Court disagreed.) In fact, when this case was in the Massachusetts supreme court, Com. v. Pear, Com. v. Jacobson, 67 L.R.A. 935, 183 Mass. 242, 66 N.E. 719 (Mass. 1903) the court used U. S. Supreme Court precedence that legislation requiring vaccination is a proper exercise of the police power in Lawton v. Steele, 152 U.S. 133, 136.

CHEMICAL AND BIOLOGICAL WARFARE PROGRAM

(1) death, disease, or other biological malfunction in a human, an animal, a plant, or another living organism;

EMERGENCY NOTICE
To All Natural Solutions Supporters:
This is an emergency appeal for help and support. No fancy graphics, none of the important information about health and freedom you usually get from our Health Freedom Action eAlerts… just this note to tell you Natural Solutions Foundation is about to be shut down – permanently – through a series of vicious attacks unless you help keep Health Freedom alive. It’s that serious.
We were preparing a new Blast and were going to tell you about the exciting news – Dr. Rima’s Advanced Medicine organization, which endorses the Natural Solutions Foundation, has just come out against ALL GMOs… we were going to tell you about the growing alliance between health freedom advocates and natural farming groups to fight the (sic) “Food Safety” bills… we were going to tell you about our efforts to secure your right to self-quarantine in the event of a weaponized flu pandemic, instead of being forced to take a vaccine that might kill you… until this vicious attack took place and we had to change our direction from health freedom information and action to making sure Natural Solutions Foundation, the largest and most effective health freedom organization in the world, stays alive.
After all, if Natural Solutions Foundation were not making the kind of headway we are, why would we be attacked? Why would we be the subject of constant disinformation and why would our funds, and funding, be attacked the way they have been?
So instead of news and action steps, we have an emergency to deal with. It is called “survival “. Right now we have to tell you that we are about to lose access to our internet communication platform, Democracy in Action (DIA), the online facility that lets us send these eblasts to a quarter million people (not counting the several million more to whom they are forwarded). We also have to tell you that we cannot pay the Natural Solutions Foundation’s bills for this month because of this attack. The money that we intended to pay them with has been taken from our bank account as part of the continuing attack on us, leaving us many thousands of dollars short.
We’ve already told you about the cyber attack we’ve been under, in which an “attack bot ” was sending tens of thousands of fake $1 ‘donations’ to us; and how even though we believe that their system should have caught the obviously fraudulent ‘donations’ (about which we notified them), the unfriendly corporation known as “authorize.net” decided to charge us ten cents for each fraudulent transaction – even though we had purchased their so-called “Fraud Protection Suite” for a monthly fee. That means that the more than 100,000 fraudulent transactions the bot generated have cost us an enormous amount of money. Authorize.net simply took those disputed charges from the Foundation bank account into which credit card purchases and donations were automatically deposited. To date they have now taken thousands of dollars from our Foundation bank account, including all of your DIA donations from last month, leaving us with a negative account balance. We can’t pay DIA. We can’t pay our bills. We can’t attend the Codex meeting in Rome this coming July. Soon we won’t be able to communicate with you at all.
Why? Because today we received this note from DIA: “…past due balance ($6,450). This is unacceptable and if the remainder of the two invoices is not paid by the end of this week we will suspend service and potentially terminate our relationship…”
That’s it folks. Unless we raise about $7,000 immediately to pay DIA, we will be terminated by our communication platform. No more concerted efforts that have had such powerful effects…
And unless we raise another $10K to pay our outstanding monthly expenses, and enough money to go to Codex in July, we will be on the outside, looking in… without being there for you.

It is really ironic that if everyone reading this email blast did, in fact, what the bot was supposedly doing, making donations of small amounts, we would not have this problem. The fact is, however, that less than 4% of our primary mailing list readers (and that list is about 1/4 million people) donate. Of the secondary list — millions of people (!) a much, much smaller percentage donate. Yes, they take action, and for that we are most appreciative, but they do not donate. “Let George [or Jose, or Pierre, or Sasha, or Ng, or Warantai] do it!”

This private charitable foundation brings together a large number of NGOs in the Republic of Panama and is a semi-official organization with the ability to help us make the VotM™ project very attractive to people from around the world, by –

• Streamlining the visa process for participants, teachers and other involved with the project

• Genetically modified crops and animals [GMOs] are, at the very best, in violation of the Precautionary Principle. Independent science, however, shows them to pose significant dangers to animals, farmers, consumers and the environment. Educating farmers and consumers on their dangers and encouraging the use of non-GMO seeds, crops and foods is essential to personal and biosphere health
